NELSON COUNTY LITTLE LEAGUE BASKETBALL RULES 3RD - 5TH GRADE
The following set of rules, regulations, and procedures surpass such items previously in place for the Nelson County Boys/Girls Little League.
1. All games will be played under KHSAA rules, with the following exceptions: a. Length of games.
i. Quarters will be 10 minutes in length for the 3rd, 4th, and 5th grade. ii. All quarters will be a running clock. Clock only stops for timeouts and injuries. Clock will stop the last 1 minute of the 4th quarter.
iii. 1 minute between 1st and 2nd quarter
iv. 3 minutes at halftime
v. 1 minute between 3rd and 4th quarter
vi. 4 timeouts per game. 2 in the first half and 2 in the second half. All
timeouts are 60 second timeouts. Timeouts do not carry over
vii. When regulation play results in a tie, the overtime period will equal
one-half of the length of a quarter.
viii. Each team will get ONE 60 second timeout in overtime. Unused timeouts do not roll over.
b. Playing Rules
i. Players must participate at their home school if a team is available. Individuals requesting to play when no school team is available will be handled on a case-by-case basis.
ii. Teams can be divided at the schools or Athletic Directors discretion.
iii. No player can be added once the season has started unless a student moves and or changes schools.
iv. 3 point shots will be recognized for 4th and 5th grade.
v. YOU MUST NOTIFY THE OFFICIAL SCOREKEEPER AND THE OPPOSING TEAM COACH PRIOR TO THE START OF THE GAME IF YOU ARE NOT GOING TO PLAY A PLAYERS YOU HAVE ON YOUR BENCH.
vi. Everyone must play but not everyone has to sit.
vii. Each player must start a quarter. Does not matter which quarter. Once a player starts a quarter they cannot be subbed for until they have played their
consecutive 5 minutes (unless an injury occurs).
viii. All 2 or 3 shot fouls will be 1 free throw for 2 points or 3 points
vv. 1st & 3rd quarter man to man defense only
If anyone wants to challenge a coach about playing his or her players, they must do so right at the start of the 4th quarter. Contact the host person who will then confirm with the bookkeeper at the scorers table. His or her decision will be final. Once the quarter has started, no challenge can be made.
c. The league is for 3rd, 4th, and 5th grade youth, whose grade and age shall not exceed the following.
i. Fifth grader-12 years of age before August 1, 2024
ii. Fourth grader- 11 years of age before August 1, 2024
iii. Third grader- 10 years of age before August 1,2024
iv. A player may play up but no down
v. You cannot play for two different teams in the same division.
vi. Players must play in one half of games to be eligible for tournament play.
d. Basket Height
i. 3rd grade will use the 8’6 goals. Players will shoot 2ft in front of the foul line. Host sites must mark this before games are played.
ii. 4th grade will use 10’ goals. Players will shoot 2ft in front of the foul line.
iii. 5th grade will use 10’ goals. Players will shoot from the regulation free throw line.
iv. FREE THROWS---you cannot cross the line until the ball hits the rim.
vv. Bonus will be awarded after 5 fouls each quarter. 1 shot for 2 points. Each quarter the bonus will reset.
e. Basketball used in the game will be a girl’s high school basketball. (28.5)
f. Pressing
i. Full court pressing is defined as any player crossing the half court line to either steal or recover a ball once the opposing team obtains a possession either from a made basket or a dead ball.
ii. Players are allowed to pressure the other team in the course of the game, i.e. any live ball, turnover, rebound, or steal.
iii. 4th and 5th grade can full court press in the 2nd and 4th quarter. iv. 3rd grade there is NO pressing.
***Any violation of this rule will result in a warning and if violated again a technical foul will be given.
g. Mercy Rule:
i No full court pressing will be permitted by any team winning by 20 points or more. If the lead diminishes to 10 points or less the press may take place again. It is the official scorekeeper’s responsibility to notify the referees. Violation of the mercy rule can result in a technical foul.
h. Technical Fouls/IntentionalFouls :
i All technical fouls/Intentional Fouls will be automatic 2 points and the ball to the offended team.
Unsportsman-like conduct is further defined as, and is not inclusive to, disruptive or disorderly behavior by the parents, players, coaches or referees: disrespectful behavior by the parents, players, coaches, or referees: physical or verbal aggressive behavior by the parents, players, coaches, or referees; fighting or attempting to fight, cussing, or name call by anyone in the gym.
ii. Any player or coach issued a second technical foul will be expelled from the gym. If a coach or player is expelled from the gym will have to sit out the next TWO games. Violation of this rule will result in forfeiture of those games.
iii. Any coach or player who gets ejected twice will be expelled for the remainder of the season.
iv. All ejections will go in front of the board for possible removal for the season.
i. Fan ejections
i If a fan/parent is ejected from the game they must leave the gym. No exceptions. Officials and Athletic Directors can eject fans/parents. If you refuse to leave the gym, dispatch will be notified.
ii. Any fan/parent ejected from a game will not be allowed to attend the next 2 games. Any fan/parent who gets eject twice will be expelled for the remainder of the season.
iii. All ejections will go in front of the board for possible removal for the season.
j. Rosters and game schedule
i. All roster must be submitted to the league commissioner Tyler Wimpsett prior to the first game.
ii. The game schedule will be final. No change requests will be permitted without the approval of the Athletic Directors involved.
iii. If a team cannot play a game due to schedule conflicts that team will be responsible for paying the referees for the game missed and will result in forfeiture of the game.
k. Fees
i. Referees will be paid by each host site as follows:
ii. Regular season league play—Registered officials will receive $25.00 per game. All others will receive $15.00 per game.
iii. If two registered officials are at the same location they will still be paid $25.00 per game.
iv. For a registered official to receive pay he or she must show their KHSAA certification. If they do not have their certification on hand they will be paid the regular $15.00.
v. A fee of $70.00 is charged to each team participating in the league.
vi. All monies will be paid to the Nelson County High School.
vii. For TOURNAMENT GAMES, 25% of the DOOR Gate admission fee
collected at each host site will be paid to the league accounts to cover awards cost.
viii. All other money (concessions, split the pot, etc) collected at the host site during the regular season as well as tournament, will be the property of the hosting team.
l. Admission Prices
a. Regular Season & Tournament
i. Adults $5.00 Students are FREE
m. All teams will play at least 8 games. Some may play more due to scheduling enough games for all teams.
IT IS THE RESPONSIBILITY OF THE ATHLETIC DIRECTORS TO ENSURE EACH TEAM IS IN COMPLIANCE WITH THE RULES. IT IS EACH HEAD COACHES RESPONSIBILITY TO MAKE SURE THEY ARE IN COMPLETE UNDERSTANDING OF THE RULES THAT THEIR INDIVIDUAL TEAM AND PARENTS ARE IN UNDERSTANDING OF THEIR RESPONSIBILITY AS A MEMBER OF THIS LEAGUE.
It is the school’s responsibility to ensure each kid is covered under insurance
Hosting:
a. Host teams are responsible for providing a responsible scoreboard (time keeper) operator and responsible bookkeeper.
b. Host teams are responsible for paying referees.
c. Host site must have an isopropyl alcohol solution or 10% bleach solution and gloves to clean up blood spills.
d. Host site must have a first aid kit readily available for injury.
e. MUST HAVE A COPY OF RULES ON SITE AT ALL TIMES DURING GAMES.
